      Dugan Fraser is the Program Manager of the Global Evaluation Initiative (in the World Bank's Independent Evaluation Group), based in Brussels. GEI's efforts to strengthen country level monitoring and evaluation systems are based on a partnership model that prioritizes country leadership and ownership of improvement efforts. He manages strategy development and implementation,stakeholder relations and advocacy, and oversees the program's business processes. He ensures the direction provided by the program's oversight structures, especially its Partnership Council, is followed.
